Professional Biography:
Ian Oosthuysen is a registered Quantity Surveyor with both the Namibian and South African councils of Quantity Surveyors. A graduate of the University of the Orange Free State, he brings over 45 years of experience in Quantity Surveying, Project Management and the built environment.
He is currently a Partner and Director of Jordaan Oosthuysen Nangolo Quantity Surveyors and serves as Director and Non-Executive Director on several organisations, including Tungeni Africa Investments, Alternative Electricity Consultants, Alpha Namibia Industries Renewable Power Limited (ANIREP), Tulive Private Equity, Tulive Insurance Brokers and Milieu Capital.
Throughout his distinguished career, Mr Oosthuysen has held numerous leadership positions, including Vice-President (Southern Africa) of the Association of African Quantity Surveyors (AAQS), President of the Institute of Namibian Quantity Surveyors (INQS), and currently serves as the AAQS Southern Africa Representative. He has contributed to the successful delivery of a wide range of projects across the commercial, healthcare, education, housing, industrial and infrastructure sectors throughout Southern Africa.

Professional Biography:
Dr Tinoapei Dhliwayo is the Senior Lecturer and Section Head of Quantity Surveying Programmes at the Namibia University of Science and Technology (NUST). He holds a PhD in Construction Management, an MSc in Construction Project Management and a BQS (Hons) degree.
With extensive experience across the public and private sectors in Zimbabwe, Botswana and Namibia, Dr Dhliwayo has held various professional roles, including serving as Chief Quantity Surveyor at Namibia’s Ministry of Works and Transport.
He is an accomplished academic, researcher and industry contributor, with numerous publications to his name. Dr Dhliwayo regularly shares his expertise at international conferences and facilitates contract administration workshops in Namibia.

Professional Biography:
Iyaloo Jeremiah Nangolo is a Professional Quantity Surveyor, entrepreneur and business leader with over 25 years of experience in the built environment, private equity, renewable energy and financial services. He is the Founding Partner of Jordaan Oosthuysen Nangolo Quantity Surveyors, Managing Director and Group CEO of Alpha Namibia Industries Renewable Power Limited (ANIREP) and Founder of the Tulive Group of Companies.
Mr Nangolo holds a Bachelor of Science (Honours) in Quantity Surveying from the University of Cape Town and a Master of Business Administration (MBA) from the University of Cape Town Graduate School of Business. He has also completed postgraduate studies in The Business of AI at London Business School.
A respected leader within the profession, Mr Nangolo has served as Vice-President of the Association of African Quantity Surveyors (AAQS), President of the Association of African Consultants in Construction in Namibia (AACCIN), and as a Board member of the Institute of Namibian Quantity Surveyors (INQS). He continues to contribute to the advancement of the profession through leadership, mentorship and industry development initiatives.

Professional Biography:
Kudzai Moyo is a Registered Quantity Surveyor, researcher and construction management scholar with over 14 years of experience across private practice, government, academia and contracting. He is currently a PhD candidate in Construction Management at the University of Johannesburg and holds an MSc in Construction Project Management from the University of the Witwatersrand and a BSc (Hons) in Quantity Surveying from the National University of Science and Technology, Zimbabwe. He is a Lecturer in Quantity Surveying at the Namibia University of Science and Technology (NUST), a Board Member of the Institute of Namibian Quantity Surveyors (INQS) and serves on various committees of the Namibia Council for Architects and Quantity Surveyors (NCAQS). His previous experience includes over six years as Chief Quantity Surveyor at the Ministry of Works and Transport, Namibia.

Professional Biography:
Rowland Brown is a Namibian economist with a focus on financial economics. Born and raised in Namibia, he studied in Scotland before returning to Namibia in 2010. He has worked in the Namibian government and central bank, as well as commercial banks and non-banking financial institutions. He spent a number of years consulting to the IMF on financial system stability, with a focus on East Africa. In 2017 he co-founded a diversified financial service company, Cirrus, with a focus on stockbroking, asset management, corporate finance and unlisted investments. The Cirrus team are market leaders in research, financial market development and channeling investment into innovative companies and products in Namibia and the region. Mr Brown serves on multiple Boards across Namibia and South Africa.

His wealth of knowledge, skill and expertise have had profound impact in the Quantity Surveying world both in Nigeria and beyond.

Professional Biography:
QS Victor Odongo is a highly accomplished Registered Quantity Surveyor and Project Manager with over 36 years of professional experience in the construction and infrastructure sector. He is registered to practise in Uganda, Rwanda and Kenya and serves as Principal Partner of Buildcost Associates and Managing Director of Buildcost Project Management Ltd.
Throughout his distinguished career, Mr Odongo has provided quantity surveying, project management and technical advisory services on a wide range of major developments across East Africa. He is a trusted Lender's Technical Advisor to Stanbic Bank Uganda, the East African Development Bank (EADB), and the Uganda Development Bank (UDB). He is also a Member of the Chartered Institute of Arbitrators, bringing valuable expertise in construction law and dispute resolution.
A respected leader within the profession, Mr Odongo currently serves as Chairman of Construction & Infrastructure Cost Consultants and Quantity Surveyors of Uganda (CICCQSU), Chairman of the Board of Trustees of the Institution of Quantity Surveyors of Uganda (ISU), and Chairman of the Construction Law Institute of Uganda (CLI). Beyond the built environment, he provides strategic leadership as a board chairman within the health, finance, and NGO sectors.
Outside of his professional commitments, Mr Odongo is a dedicated family man and an enthusiastic sportsman. He serves as Vice Chairman of Kampala Club, where he enjoys tennis, squash and running, and is also a passionate golfer.

A Historical Narrative
Introduction
The 2026 AAQS Executive Committee Meeting and INQS Conference in Namibia marked a memorable chapter in the ongoing story of the Quantity Surveying profession in Africa. Set along the Atlantic coast where the Namib Desert meets the ocean, the event combined formal deliberations, professional development, and rich cultural and social experiences that deepened relationships across the continent.
Arrivals and Welcome – Walvis Bay Waterfront
AAQS delegates began arriving in Namibia from Wednesday, with some arriving earlier to experience the unique coastal setting and local attractions of Walvis Bay and Swakopmund.
The week commenced with an informal welcome dinner at The Anchor Restaurant on the Walvis Bay waterfront. On a crisp winter evening, with the Atlantic breeze outside and the harbour lights reflecting on the water, delegates from across Africa gathered in a warm and welcoming atmosphere.
INQS President, Mr Frikkie Jordaan, together with AAQS President, Mr Ian Mugwagwa, officially welcomed the delegates. The evening's warm spirit was further enhanced by Mr Matthew Ngulube, who encouraged everyone to relax, connect and enjoy Namibian hospitality.
The evening was characterised by animated conversations, renewed friendships, and new professional connections as delegates from different countries shared experiences over dinner. More than simply a welcome, the gathering set the tone for the days ahead—professional engagement balanced with genuine friendship, collegiality and collaboration.
Social and Recreational Experiences – Where the Desert Meets the Ocean
In the spirit of combining professional engagement with local experiences, delegates also had opportunities to explore the remarkable natural environment of Namibia's coastline.
Some delegates enjoyed golf at Walvis Bay's unique sand golf course, while others visited Rossmund Golf Club outside Swakopmund—one of the world's few true desert golf courses, where lush fairways contrast dramatically with the surrounding dunes.
Others experienced the famous Namib dunes through sandboarding, enjoying first-hand the spectacular landscape where the desert meets the Atlantic Ocean.
These experiences showcased Namibia's unique beauty and hospitality while allowing delegates to further strengthen relationships outside the formal meeting environment.
AAQS Executive Committee Meeting
The formal AAQS Executive Committee Meeting took place on Thursday at the Swakopmund Hotel & Entertainment Centre. The meeting progressed successfully with a full agenda of reports, discussions and resolutions focused on strengthening the Quantity Surveying profession across Africa.
Key highlights included:
- Presentation of statutory and organisational reports from member countries.
- Discussions on strengthening professional standards, regional collaboration and the visibility of Quantity Surveying within the built environment.
- Adoption of resolutions aimed at strengthening AAQS as the continental professional body and enhancing collaboration with governments and partner institutions.
One of the most significant outcomes was Zambia's formal application to adopt the AAQS Standard Method of Measurement (SMM) on a fee basis. Member countries were encouraged to consider following this example.
This milestone represents:
- Growing recognition of AAQS standards throughout Africa.
- Expanded opportunities for collaboration with governments and professional institutions.
- Continued progress towards harmonised Quantity Surveying practices across the continent.
Throughout the meeting, delegates continued discussions during networking breaks and meals, exchanging ideas and exploring future opportunities for collaboration.
INQS Conference – "QS Quo Vadis?"
On Friday, delegates gathered for the INQS Conference under the theme:
"QS Quo Vadis? Technology, Transformation and Tomorrow."
The conference explored several key topics shaping the future of the profession, including:
- Technology and digital Quantity Surveying.
- Digital transformation and the evolving technology economy.
- The Fourth Industrial Revolution and renewable energy.
- Construction risk, contracts and commercial leadership.
- Artificial Intelligence (AI) as an opportunity for the profession.
- Intentional collaboration to shape the future of Quantity Surveying across Africa.
Speakers, panellists and delegates shared academic, industry and policy perspectives while emphasising the importance of:
- Continuous professional development.
- Embracing digital innovation and data-driven decision-making.
- Strengthening collaboration and knowledge sharing across borders.
Throughout the conference, networking between sessions created valuable opportunities for new partnerships, future initiatives and professional exchange.
Continental Collaboration
Beyond the activities hosted in Namibia, the gathering demonstrated AAQS's growing continental influence.
Discussions highlighted the importance of continued engagement with governments, universities, industry stakeholders and professional bodies, while reinforcing the role of AAQS in promoting excellence, collaboration and the advancement of the Quantity Surveying profession throughout Africa.
The meeting reaffirmed that AAQS and INQS initiatives are not isolated events, but part of a broader commitment to strengthening the profession across the continent.
Reflection
The 2026 AAQS Executive Committee Meeting and INQS Conference will be remembered as a significant milestone for the Quantity Surveying profession in Africa.
Socially, the gathering reunited colleagues from across the continent in an atmosphere of friendship, respect and shared purpose.
Professionally, the Executive Committee Meeting delivered meaningful outcomes, most notably Zambia's application to adopt the AAQS Standard Method of Measurement, signalling growing confidence in continental standards and increased professional collaboration.
Strategically, the conference encouraged delegates to embrace technology, innovation and collaboration as essential drivers of the profession's future.
Against the remarkable backdrop where the Namib Desert meets the Atlantic Ocean, delegates departed Namibia with strengthened relationships, new knowledge and a renewed commitment to advancing the Quantity Surveying profession throughout Africa.
